1776 Wilson Boulevard (Lincoln Property Company)

Completed in 2012, 1776 Wilson Boulevard is a five-story Class A office building conveniently located in Rosslyn within walking distance of three Metrorail lines, several bus routes and three Capital Bikeshare stations. The LEED Platinum property, developed by Skanska, owned by Invesco and managed by Lincoln Property Company, features cutting edge design, superior construction techniques and numerous amenities.

Tenants can take advantage of the green roof terrace, fitness center and shower facilities, extensive bike parking, as well as preferential and discounted parking for carpools and vanpools. New tenant employees also receive a free pre-loaded SmarTrip card and a welcome packet with information about the various nearby transportation options.

3001 & 3003 Washington Boulevard (The Penzance Company)

New Gold Level Champion, 3001 & 3003 Washington Boulevard, was completed in 2014 and is comprised of two Penzance-managed office towers with over 280,000 square feet of Class A office space. Transportation features and amenities have been a major component of the site plan throughout design, construction and operation, and have been essential in attracting tenants during a time of high vacancies in Arlington and Northern Virginia. The two buildings share several amenities including a secure bike cage with space for 60 bicycles, a fitness center with 24/7 locker access, and reserved, free parking for carpools and vanpools. During the initial lease up period, all new tenants are given free SmarTrip cards preloaded with $65 for each employee, including both office and retail tenants. The garage also has three reserved parking spaces for Enterprise Carshare vehicles to encourage carsharing among building users and the local neighborhood.

In addition to the above amenities, Penzance worked with Arlington County to pilot a new program that allowed the building to reduce the amount of required parking in exchange for contributing funds to support transportation programs at the building. This past year, tenant employees had the option of choosing one of the following benefits – a SmarTrip card preloaded with $80, a gas card worth $50 for employees who carpool to work, and an annual Capital Bikeshare membership valued at $75.

Ballston Point (Monument Realty)

Ballston Point is an award-winning office tower set on one of the most prominent sites in the Rosslyn-Ballston corridor of Northern Virginia, at the intersection of Glebe Road and Wilson Boulevard. The 11 story building features 240,000 square feet of Class A office space and an additional 20,000 square feet of retail space. Courthouse Tower (Lincoln Property Company)

Located just a block away from the Court House Metro Station, Courthouse Tower is a 12-story building featuring over 245,000 square feet of commercial office area as well as ground floor retail spaces. In addition to being recognized as a Gold Level Champion for the past two years by Arlington Transportation Partners, the property is certified as a LEED Silver building, awarded an Energy Star label in 2010, and was designated as a Bronze Level Bicycle Friendly Business in 2012. The property features a newly renovated fitness center with showers and lockers, secure bike parking, discounted or free parking for carpools and vanpools, and actively promote sustainable transportation options through lobby events and initiatives such as Walk at Lunch Day and Bike to Work Day.

Ellipse at Ballston (Cushman & Wakefield)

Located one block from the Ballston Metro Station, the Ellipse at Ballston is a nine story property featuring over 200,000 square feet of Class A office space. Managed by Cushman and Wakefield of Virginia, Inc., and owned by TIAA-CREF the property was certified as a LEED Gold building in 2013 and has been able to reach nearly full occupancy with the renewal of several tenant leases.

The Ellipse has several amenities and programs in place to encourage sustainable commute options among tenants including a secure, code-access, bike cage in the garage with space for 40 bikes. There is also a fitness center with showers and lockers for bike commuters. Property management, employees of which also receive a pre-tax transit benefit from Cushman and Wakefield, has been an active supporter of these transportation options through distribution of bike maps and transit brochures in the lobby. Finally, the building promotes local events including National Walk at Lunch Day and Bike to Work Day.

One Liberty Center (Kodiak Realty Services, LLC)

Located two blocks from the Ballston Metro, new Gold Level Champions One and Two Liberty Center are part of the larger Liberty Center development comprised of over 2.25 million square feet of mixed use space, including office, hotel and residential buildings. Developed by The Shooshan Company and com pleted in 2005 and 2007, respectively, the two commercial office properties feature 492,000 square feet of Class A office space and both are currently fully leased. Both buildings feature programs such as bike storage, carpool/vanpool discounted parking, onsite fitness centers, free SmarTrip cards for new tenants, plus tenant transportation events and promotions. Management is installing electric vehicle charging stations in the garage and plans to apply for the Bicycle Friendly Business designation.

Potomac Tower

Owned and managed by Brookfield, Potomac Tower is an I.M. Pei-designed office tower featuring 238,000 square feet of office space overlooking the Potomac River in Rosslyn. The property touts its transit-oriented location as a major draw for tenants, with the Rosslyn Metro Station located two blocks away, plus over ten bus routes and a Capital Bikeshare station within walking distance. The Mount Vernon and Custis shared-use trails are a block away and provide convenient access to bikers.

Earlier this Summer, property management announced the opening of the building’s new bike room in the garage, which features secure key-card access, lockers, tire pumps, and free bike maps. A new state-of-the-art fitness center featuring views of DC and locker rooms with showers, offers bike commuters a place to freshen up and change before the work day. In addition, an electric car charging station was recently installed in the garage and is free to use for building tenants.

Shirlington Tower (DTZ)

Shirlington Tower is an eight-story property located in the Village at Shirlington featuring over 233,446 square feet of Class A office space. Managed by DTZ, the building is well served by transportation options despite the lack of nearby a Metro station. Shirlington Tower is located across the street from the Shirlington Bus Station and Shirlington Commuter Store where eight bus routes stop at the station serving destinations such as Ballston, Clarendon, Pentagon and Crystal City. In addition, a 15-dock Capital Bikeshare station is located directly in front of the property, with easy access to the Four Mile Run trail two blocks away.

The building itself distributes transportation materials and information to all tenants, provides secure bike parking in the garage, and has parking spaces designated for carpools and vanpools located close to the elevator. A LEED Gold certified property, Shirlington Tower has plans for tenant events later this year to better meet the transportation needs of building employees

Waterview is a 24-story, Class A commercial property featuring over 620,000 square feet of office space in the heart of Rosslyn. Owned and managed by Paramount Group, Inc., the building is part of a larger mixed-use development featuring a 154-room hotel as well as 133 condominium residences. Waterview is surrounded by numerous transportation options – it’s located two blocks from the Rosslyn Metro and bus stops, one block from the DC Circulator stop and is directly across the street from a 27-dock Capital Bikeshare station. The Custis and Mount Vernon shared-use trails are also just a block away, providing easy access for bike commuters.

The building itself has a secure, controlled access bicycle storage room, as well as shower facilities and a fitness center. In addition, preferential and discounted parking spaces are available for carpools and vanpools in the garage. With nearly 6,000 employees commuting to and from the building each day, Waterview has made the effort to implement commuting programs and reduce the site’s impact on the local transportation system.

Colonial Place - 2101 Wilson Blvd (Lincoln Property Company)

Managed by Lincoln Property Company, the buildings consist of over 750,000 square feet of Class A office space and have all undergone significant upgrades and renovations in recent years, and currently maintains over a 93% occupancy rate. The complex was certified as LEED Silver in 2013.

Most recently, two secure bicycle cages with capacity for 200 bicycles were installed in the garage to meet the growing market demand for secure bike facilities. In addition, employees working in Colonial Place currently have access to a fitness center with showers and lockers. However, building ownership will construct a brand new, state of the art fitness center in early 2016. ATP also participated in the buildings’ tenant appreciation “Octoberfest” event, where tenants were able learn more about new transportation options such as the ART 43 bus and Capital Bikeshare memberships. Plans for the next year include inviting ATP to its quarterly tenant roundtable meetings, as well as promotion and events in the Spring to coincide with National Walking Day in April and Bike to Work Day in May.

Owned and managed by Washington REIT, the property features over 143,000 square feet of Class A office space with several medical and healthcare office tenants. A Capital Bikeshare station is located across the street and several bus routes stop within a block of the property. The building offers discounted parking to carpools and vanpools and provides extensive information to tenants regarding transportation through frequent communication and notices. Management recently hosted a tenant appreciation event, where ATP was on hand to distribute information about biking, walking and transit.

avy League Building (Cushman & Wakefield)

Owned by the Navy League of the United States and managed by Cushman and Wakefield, the Navy League Building is a seven-story Class A office building with over 200,000 square feet of space. Designated as LEED Silver property, the building has implemented several transportation amenities and programs to meet sustainability goals and encourage use among tenants of all the nearby transportation options. These include: secure bike parking, tenant-only fitness center and showers, transit subsidy available to tenants and free or discounted parking for carpools.

2015 Commercial Champions Criteria


After completing BRONZE, SILVER and GOLD Levels, complete three additional actions:

  • Complete two additional SILVER Level actions and two GOLD Level actions
  • Achieve mode shift goals within one year through tenant transportation survey
  • Earn Bicycle Friendly Business designation
  • Provide non-mandated Class I bicycle parking
  • Provide non-mandated shower and locker facilities
  • Install non-mandated display and/or electronic screen providing transportation information
  • Offer up to $255/month direct or combination transportation benefit, as defined by the IRS, to property management employees
  • Sponsor an ATP event

After completing BRONZE and SILVER Levels, complete this action:
*Site plan properties must be in compliance with County requirements to achieve Gold Level or higher

  • Share your property’s transportation success story and/or building highlight with ATP

Complete three additional actions:

  • Conduct a transportation performance study and/or LEED certification survey, discuss/create mode shift goals
  • Establish property vanpools through Vanpool Connect or add three riders to an existing vanpool
  • Provide free pre-loaded SmarTrip cards to tenant employees
  • Offer preferential or discounted parking for carpools and vanpools and promote program to tenants
  • Offer up to $255/month pre-tax transportation benefit, as defined by the IRS to property management employees
  • Earn Best Sites for Commuters designation
  • Offer Capital Bikeshare memberships to building staff and/or tenants
  • Offer carsharing membership fee subsidies for tenant employees and/or building staff
  • Additional unique program as determined by Business Development Manager

After completing BRONZE Level, complete three actions:

  • Invite ATP to present at tenant roundtable meetings
  • Promote bike commuting at property through distribution of information to tenants about bicycle parking, showers, lockers
  • Host a tenant event with ATP
  • Distribute ATP-provided transportation welcome packets to new tenants
  • Participate in/promote at least one of the following ATP sponsored events:

  • Introduce at least one building tenant to ATP for a Champions introductory meeting
  • Establish property management contact for multiple properties

  • Provide and promote mandated transportation facilities at the property:
    • Secure bike parking
    • Shower and locker facilities
    • Kiosk display and/or electronic screen providing transportation information

Complete these actions:

  • Host an enrollment and follow up Champions meeting
  • Establish a Property Transportation Coordinator (PTC) for the building
    • Distribute transportation brochures, Quick Glances, Guaranteed Ride Home information to tenants and building staff
    • Complete PTC training with ATP for new property employees
  • Promote at least two transportation programs to tenants
