Arlington Transportation Partners (ATP) is Arlington County’s business-to-business transportation consulting organization, managed by The Destination Sales and Marketing Group (DS&MG).
ATP offers transportation expertise and complimentary assistance to give businesses, residential communities, commercial properties, hotels, and schools a competitive edge and to help improve transportation amenities and commuter benefits. These services and programs have significant impacts on commuting patterns, traffic congestion, personal health, and air quality in Arlington County.

ATP is a program of Arlington County Commuter Services (ACCS), a bureau of Arlington’s Department of Environmental Services. ACCS serves people who live, work, or visit Arlington through programs and services that are designed to encourage the use of mass transit, carpooling and vanpooling, bicycling, walking, teleworking, and other alternatives to driving alone.

Lois R. DeMeester | CEO
Lois R. DeMeester is the Founder and CEO of The Destination Sales & Marketing Group, Ltd. (DS&MG). Since its inception in 1992, DS&MG has become the leader in the field of transportation demand management (TDM), transportation grant administration and program development. In 1998, Lois founded Arlington Transportation Partners (ATP), a group committed to assisting Arlington employers attract and retain top workforces by assisting executives in the implementation of transportation benefit programs. In 2010, she founded Mobility Lab, recognized today as a national think-tank focused on best practices in mobility management—which aims to move people instead of cars.
She and her team of experts provide brand strategy, market research and analysis, TDM, sales, marketing, and communications services for BikeArlington, ATP, WalkArlington, and Capital Bikeshare. Her strategic vision and leadership of ATP has helped Arlington County achieve its vision of becoming a national leader in sustainable transportation and smart growth.

Wendy Duren | ATP Program Director
As the Program Director of Arlington Transportation Partners, Wendy is the business-to-business transportation demand management expert. She manages a team of 16 outreach, development, and marketing professionals with seven direct reports and is responsible for the Employer, Property & Development, Multi-Family Residential, Schools, and Hotel Services Programs. Wendy ensures all goals, objectives, and timelines are met within budget. Wendy is also a Board Member of the Association for Commuter Transportation.
Before joining DS&MG, she was the president of an expatriate membership group in the Principality of Liechtenstein, and the sales and marketing lead for Metro Transit’s Metropass Program in the Twin Cities. She holds a Bachelor of Arts in German, International Relations and Intercultural Communications from St. Cloud State University.

Keara Mehlert, ACIP | P&DS Program Director
Property & Development Services
Keara directs the Property & Development Services Program for ATP, working with new developments in Arlington County that have transportation demand management site plan conditions. She also works with existing commercial office buildings in the County to implement sustainable transportation amenities, programs, and initiatives for building tenants.
Keara is a member of the Sustainable Real Estate Development Council with the Association for Commuter Transportation, a member of the Urban Land Institute’s Young Leaders Education Committee and a member of the American Planning Association. She holds a Master’s degree in City and Regional Planning from Rutgers University and a Bachelor of Arts in International Affairs from The George Washington University.

Maggie Awad | Marketing Director
As the Marketing Director of Arlington Transportation Partners (ATP), Maggie serves as ATP’s lead on all things marketing. From digital to print materials, across all programs, Maggie works to give ATP’s clients and audience a cohesive brand experience. Since July 2014, Maggie has tripled ATP’s online presence in both social media and blogs, contributing to the success of ATP’s flagship program, Champions, in Arlington County, Virginia.
Before working at ATP, she was the Marketing Manager for WeeWorld, a Scottish social media site for teens. She holds a Bachelor of Arts in English from Elon University and is a member of the Association for Commuter Transportation and the American Marketing Association.

Lorene Kluge | Art Director
As Art Director for the Destination Sales & Marketing Group (DS&MG), Lorene is the behind-the-scenes creative force for ATP. She imaginatively blends design, illustration, and color to inspire Arlington employees to use alternative modes of transportation. Lorene is responsible for producing print and web based marketing materials including logos, sales kits, posters, brochures, ads, infographics, and special event materials. Her designs have been instrumental in the success of all ATP programs. Lorene is a member of the American Institute of Graphic Arts.
Before joining DS&MG, she was a graphic designer and research specialist with the Educational Research Service authoring and designing publications for the nation’s education leaders. She holds a Bachelor of Arts in Sociology from George Mason University.

Pinky Advani | Senior Manager, Business Development
As a Senior Business Development Manager at Arlington Transportation Partners, Pinky is responsible for the employer transportation demand management program for her territories that include Clarendon, Virginia Square, and Ballston. She works with organizations of all sizes to assist in implementing new programs and enhancing existing benefits programs. Pinky uses her extensive account management skills to make sure her clients reach their goals.
Prior to joining Arlington Transportation Partners, she worked in account management at Fishbowl, a technology company serving the restaurant and hospitality industry. She holds a masters degree in Commerce and Economics from Mumbai University.

Jonathan Bollhoefer | Senior Manager, Business Development
Jonathan works with hundreds of employers in the Crystal City, Pentagon City, and Shirlington neighborhoods of Arlington to implement transportation demand management strategies. He works directly with decision-makers and helps them implement new commuter benefits programs, share alternative transportation information, and create new strategies to make commuting easier.
He recently acted as the first-ever chairman of the Car Free Day Committee at the Metropolitan Washington Council of Governments and is a member of the Association of Commuter Transportation. He holds a Bachelor of Arts in Political Science and International Relations from the University of Central Florida.

As Business Development Manager for Commercial and Visitor Services at Arlington Transportation Partners (ATP), Dagmawi works with the new developments in Arlington County that have transportation demand management site plan conditions. He also works with existing commercial office buildings and hotels in the County to implement sustainable transportation amenities, programs, and initiatives for building tenants and visitors to the area.
Prior to joining ATP, he worked for goDCgo, an initiative of the District Department of Transportation. He assisted DC hotels, lodging providers (Airbnb), museums, and the Convention and Visitors Bureau with using active forms of transportation for their employees and visitors in the DC region. He earned his master’s degree in Global Hospitality Leadership from Georgetown University and is a member of the American Hotel & Lodging Association (AHLA) and International Hotel & Luxury Association (IHLA).

Marie Cox | Manager, Business Development
Marie is a Business Development Manager at Arlington Transportation Partners, helping employers in Pentagon City, Crystal City, Columbia Pike, and Shirlington think strategically about their commuter benefit programs. She provides businesses with information and services that make it easy and enjoyable for employees in South Arlington to commute to and from work each day using different modes of transportation.
Prior to joining the team, Marie helped connect nonprofit employers with jobseekers in the DC area, as well as assisted employers and their employees with FMLA and leave administration. She holds a Bachelor of Arts in French from Virginia Tech.

Elizabeth A. Denton | Manager, Business Development
Elizabeth is the Schools business development manager and works with Arlington Public Schools (APS) to reduce vehicle traffic around schools and to make them healthier, greener places to work and learn. ATP’s School Services Program works to ensure that APS employees are utilizing existing multimodal transportation benefits and options. The Schools Services parallels the student bicycle and pedestrian education work done by the APS Safe Routes to School coordinator, to foster the whole community.
Elizabeth joined DS&MG with a wide range of experience, having both a bachelor’s and master’s degree in European History, and 17 years experience in theatrical costuming.

Nate Mauer | Manager, Business Development
As a Business Development Manager at The Destination Sales & Marketing Group (DS&MG), Nate works with employers and commuters regarding the I-66 Inside the Beltway program to provide transportation information. He reaches out to employers and ensures all employees know of the changes happening to the transportation corridor and how to best adjust their commutes.
Prior to his time at DS&MG, he was a founder and executive director of a workforce development nonprofit serving low-income youth in the DC metro area. His time in the position showed him how important reliable multimodal transportation options are for commuters in the area. He holds a Bachelor of Arts in Political Science and a minor in International Economics from Wheaton College in Massachusetts.

Sheila McGraw | Manager, Business Development
Property & Development Services, Multi-Family Residential
As a Business Development Manager at Arlington Transportation Partners, Sheila works with multi-family residential properties throughout the County to implement new programs and improve transportation-related amenities. She works with buildings of all sizes and classes to ensure that residents are aware of and encouraged to use alternative forms of transportation at the building level.
She joined ATP after spending two years in the Netherlands, working with local organizations and earning a master’s degree in Urban and Regional Planning from the University of Amsterdam. She is eager to share her experiences with sustainable transportation here in Arlington and build off the success achieved by multi-family properties in the County.

As Business Development Manager of Residential Services at Arlington Transportation Partners, Claudia works with apartment managers to make mobility part of living in Arlington. Claudia focuses on partnerships in Pentagon City, Crystal City, Columbia Pike, Lee Highway, and Courthouse as well as designated property management companies to bring the best transit information and resources to Arlington residents.
Before joining the ATP team, Claudia worked with apartment managers in Washington, DC to promote sustainable transportation to their residents. She also has experience in multi-family management in Arlington, VA and was a client of Arlington Transportation Partners while leasing up a building in the Courthouse neighborhood. Claudia has a Bachelor’s degree in Communication and Public Relations from George Mason University.

Fadi Seikaly | Marketing Manager
As the Marketing Manager at The Destination Sales & Marketing Group (DS&MG), Fadi is the marketing lead for the I-66 Inside the Beltway program and Arlington Transportation Partners (ATP) Schools programming. Fadi also works closely with the ATP team to create marketing pieces and promotional items for various campaigns.
Prior to joining DS&MG, Fadi served as Programs Director at the Foundation for Advancing Alcohol Responsibility, and as Marketing Communications Manager at the National Sleep Foundation. He holds a master’s degree in Tourism Administration and Sports Management from The George Washington University, and a bachelor’s degree in Business Administration and Marketing from the American University of Beirut.

Jamee Ernst | Planning Specialist

Jamee is a Planning Specialist with the TDM for Site Plans division of the Property and Development Services program. In this role, she works directly with property managers, developers, and property owners throughout Arlington to assist them in implementing sustainable transit infrastructure and programs. She also helps to coordinate the design and implementation of TDM programs in both new and renovated residential, office, and mixed use developments.
Jamee previously worked in the Planning Department for the City of Takoma Park, Maryland where she focused on the improvement of the City’s bike and pedestrian infrastructure. She holds a Master’s degree in Geography from the George Washington University and a Bachelor’s degree in Anthropology and Urban Studies and Planning from the University of North Carolina at Chapel Hill. She is a member of the American Planning Association.

Christy Lee | Specialist, Business Development
As the Business Development Specialist at Arlington Transportation Partners (ATP), Christy works closely with sales and marketing to help build strong business-to-business relationships. She manages multiple databases to run reports, finds leads/prospects, and implements analytical-based outreach efforts. Christy also assists in creating digital and print marketing pieces and is the driving force behind the ATP and DS&MG website functionalities. Prior to joining DS&MG, Christy was the website developer for a construction company and was the lead in creating their digital presence. Ross Matters | Planning Specialist
Property & Development Services, TDM for Site Plans
Ross Matters serves as a Planning Specialist with the TDM for Site Plans division of the Property and Development Services program. Ross works with property owners, building managers, and developers to ensure the proper implementation of any transportation demand management strategies required by a property’s site plan. As part of this work, Ross coordinates with any interested parties to effectively leverage the various options and programs available to reduce single occupant vehicle travel throughout Arlington County, Virginia.
Ross previously worked for the City of Milwaukee, where he oversaw an innovative housing assistance program. He has also taught a course on energy economics focused on pragmatic solutions to the energy issues facing the nation, including transportation demand management strategies. Ross attended Edgewood College in Madison, Wisconsin where he studied Political Science, Economics, and Environmental Studies.

Erica Wohlleben | Planning Coordinator
Property & Development Services, TDM for Site Plans
Erica is the Planning Coordinator with the TDM for Site Plans division of the Property and Development Services program. She oversees certain site plan properties, working with developers and property managers to ensure that their buildings are in compliance with Arlington County’s standards for alternative transportation infrastructure. Additionally, she helps to administer the Arlington County Commuter Services program, managing data, invoicing, and research projects.
Before joining ATP, Erica worked as a Regional Planner for the Northern Virginia Regional Commission. There she worked on projects related to TDM for Military Installations, the development of a commuter ferry system on the Potomac River, bike and pedestrian safety, sustainable landscaping, and waste management. Erica has her Bachelor’s in Political Science from Virginia Tech and was born and raised in Northern Virginia.
