About Us
Arlington Transportation Partners (ATP) is Arlington County’s business-to-business transportation consulting organization, managed by The Destination Sales and Marketing Group (DS&MG).
Businesses, residential communities, commercial properties, hotels, and schools gain a competitive edge and improve transportation amenities and commuter benefits through Arlington Transportation Partners’ transportation expertise and complimentary assistance. These services and programs have significant impacts on commuting patterns, traffic congestion, personal health, and air quality in Arlington County.
Located in Arlington, Virginia, ATP implements innovative programs with expert knowledge, making us the leading transportation demand management (TDM) specialists in the country.

ATP is a program of Arlington County Commuter Services (ACCS), a bureau of Arlington’s Department of Environmental Services. ACCS serves people who live, work, or visit Arlington through programs and services that are designed to encourage the use of mass transit, carpooling and vanpooling, bicycling, walking, teleworking, and other alternatives to driving alone.

Lois R. DeMeester | CEO
Lois R. DeMeester is the Founder and CEO of The Destination Sales & Marketing Group, Ltd. (DS&MG). Since its inception in 1992, DS&MG has become the leader in the field of transportation demand management (TDM), transportation grant administration and program development. In 1998, Lois founded Arlington Transportation Partners (ATP), a group committed to assisting Arlington employers attract and retain top workforces by assisting executives in the implementation of transportation benefit programs. In 2010, she founded Mobility Lab, recognized today as a national think-tank focused on best practices in mobility management—which aims to move people instead of cars.
She and her team of experts provide brand strategy, market research and analysis, TDM, sales, marketing, and communications services for BikeArlington, ATP, WalkArlington, and Capital Bikeshare. Her strategic vision and leadership of ATP has helped Arlington County achieve its vision of becoming a national leader in sustainable transportation and smart growth.

Wendy Duren | ATP Program Director
As the Program Director of Arlington Transportation Partners, Wendy is the business-to-business transportation demand management expert. She manages a team of 16 outreach, development, and marketing professionals with seven direct reports and is responsible for the Employer, Property & Development, Multi-Family Residential, Schools, and Hotel Services Programs. Wendy ensures all goals, objectives, and timelines are met within budget. Wendy is also a Board Member of the Association for Commuter Transportation.
Before joining DS&MG, she was the president of an expatriate membership group in the Principality of Liechtenstein, and the sales and marketing lead for Metro Transit’s Metropass Program in the Twin Cities. She holds a Bachelor of Arts in German, International Relations and Intercultural Communications from St. Cloud State University.

Pinky Advani | Senior Manager, Business Development
Employer Services
As a Senior Business Development Manager at Arlington Transportation Partners, Pinky is responsible for the employer transportation demand management program for her territories that include Clarendon, Virginia Square, and Ballston. She works with organizations of all sizes to assist in implementing new programs and enhancing existing benefits programs. Pinky uses her extensive account management skills to make sure her clients reach their goals.
Prior to joining Arlington Transportation Partners, she worked in account management at Fishbowl, a technology company serving the restaurant and hospitality industry. She holds a masters degree in Commerce and Economics from Mumbai University.

Tiffany Bui | Digital Specialist
As a Digital Specialist for Arlington Transportation Partners, Tiffany is responsible for creating effective marketing materials, strategies, and campaigns to promote transportation initiatives for Arlington County Commuter Services programs.
Before joining DS&MG, Tiffany was a Creative Design Coordinator at the United Nations Association of the National Capital Area (UNA-NCA), and a Graphic Designer at George Mason University. Tiffany approaches design with an emphasis on impact and viewer experience, and she wants to use her creative ability to effectively translate ideas into visual communication. Tiffany holds a Bachelor of Arts in Arts and Visual Technology, with a concentration in Graphic Design from George Mason University.

Alberto Fernandez | Manager, Business Development

As Business Development Manager of Residential Services at Arlington Transportation Partners (ATP), Alberto is excited about working with residents of Clarendon, Rosslyn, Ballston, Virginia Square, and Shirlington. Also, designated property management companies share the passion of a multi-mobility environment for residents.
Before joining the ATP team, Alberto’s experience includes working on sustainability programs in Europe. Since moving to Arlington, he worked in property management and helped grow a local business. Alberto has his master’s degree in Public Policies and a bachelor’s degree in Law both from Autonoma’s University in Madrid.

Erin King | Planning Coordinator
Arlington Transportation Partners
As a Planning Coordinator for Property and Development Services at Arlington Transportation Partners, Erin works with the Site Plans team to provide database management and administrative and research support.
Prior to joining ATP, Erin worked in the legal and real estate industry and also as a research assistant for a university’s community and economic development center. She holds a Bachelor of Arts in Political Science from Wake Forest University and plans to pursue a Master’s in Public Policy and/or a Master’s Urban and Regional Planning.

Lorene Kluge | Art Director
As Art Director for the Destination Sales & Marketing Group (DS&MG), Lorene is the behind-the-scenes creative force for ATP. She imaginatively blends design, illustration, and color to inspire Arlington employees to use alternative modes of transportation. Lorene is responsible for producing print and web based marketing materials including logos, sales kits, posters, brochures, ads, infographics, and special event materials. Her designs have been instrumental in the success of all ATP programs. Lorene is a member of the American Institute of Graphic Arts.
Before joining DS&MG, she was a graphic designer and research specialist with the Educational Research Service authoring and designing publications for the nation’s education leaders. She holds a Bachelor of Arts in Sociology from George Mason University.

Sheila McGraw | Program Manager
Property & Development Services
As the program manager for the Property and Development Services team at Arlington Transportation Partners, Sheila works with her team to ensure that new developments in Arlington County are decoupled from single occupant vehicle trips by offering transportation options at the building level. Her team works with new site plans and existing buildings of all sizes and classes to ensure that employees, residents, tenants, and guests are aware of and encouraged to use alternative forms of transportation.
She joined ATP in 2016 after spending two years in the Netherlands, working with local organizations and earning a master’s degree in Urban and Regional Planning from the University of Amsterdam. She is eager to make biking, walking, and taking transit the default choice for those living, visiting, and working in Arlington.

Darby Metcalf | Planning Specialist
Arlington Transportation Partners
In his role as a Planning Specialist, Darby works closely with property managers and developers to keep their site plans and properties in compliance with Arlington County’s standards for alternative transportation infrastructure.
Prior to joining ATP, Darby worked as a contractor for the U.S. Army Corp of engineers in a GIS/Mapping Specialist role. Before working as a contractor, he was a Planning/GIS Technician for the Carroll County Department of Planning. While at Carroll County he worked alongside staff members in the development of the Carroll County Bicycle & Pedestrian Master Plan, Freedom Community Comprehensive Plan, and Carroll County Comprehensive Rezoning. Darby Holds an undergraduate degree from Frostburg State University in Urban & Regional Planning.

Tai Mooney | Program Coordinator
Vanpool Connect and Commute66
Tai is a Program Coordinator for Arlington Transportation Partners, helping with vanpool creation and retention for commuters and aiding businesses along the I-66 corridor in embracing multimodal commute programs for their employees. He provides individuals and companies with information on how to join or create a vanpool that works for them. For businesses along I-66 inside the beltway, he provides information and assistance with the promotion and implementation of commute programs for their employees.
Prior to joining DS&MG, Tai worked in the service industry while interning for a cancer research nonprofit. He holds a Bachelor of Arts in Biology and another in Gender and Sexuality Studies from the University of Virginia.

Carlos Pazmino | Manager, Business Development

As a Business Development Manager of Residential Services at Arlington Transportation Partners (ATP), Carlos will help build relationships, establish transportation programs and amenities, and educate residents of Arlington County to think strategically about their transportation options. He aims to make sure mobility in Arlington is an enjoyable and universally accessible experience for all walks of life, while also helping improve the built environment.
Before joining ATP, Carlos interned with AARP’s Livable Communities initiative working to enhance placemaking, transportation, housing, and sustainability standards with a lens of age-friendly design. Prior to moving to Washington D.C, he worked at the New York Public Interest and Research Group (NYPIRG) as a Project Coordinator and advocated for affordable fares, improved bus service, and enforcing ADA standards in public transportation. Carlos obtained his master’s degree in Urban and Regional Planning from Georgetown University and holds a bachelor’s degree in Political Science and Urban Economics from the Colin Powell School of Civic and Global Leadership at the City College of New York.

Nick Peavy | Planning Specialist

In his role as a Planning Specialist, Nick works closely with property managers and developers to keep their site plans and properties in compliance with Arlington County’s standards for alternative transportation infrastructure.
Before joining ATP, Nick worked as a Community Development Planner for the Pioneer Valley Planning Commission in western Massachusetts – implementing Community Development Block Grant projects in small towns and helping the region develop planning strategies to recover from the impacts of COVID-19. Nick holds a master’s in Urban and Regional Planning from Georgetown University and a bachelor’s in Applied Economics from Virginia Tech.

Eduardo Plasencia | Manager, Business Development

As Business Development Manager for Hotels and Commercial Properties, Eduardo works with developers, property managers, and business owners across Arlington to help them and their employees take advantage of the various transportation services and amenities available, and encourage them to commute in a healthier and more sustainable way.
Before joining DS&MG, Eduardo was part of the transportation team for the Argentinean Government between 2014 and 2019. He also worked in the real estate industry, involved in a dozen residential and commercial developments across Buenos Aires and Uruguay. Eduardo is trained as a Civil Engineer and is currently pursuing his master’s degree in Urban and Regional Planning at Georgetown University.

Fadi Seikaly | Marketing Director
As the Marketing Director at The Destination Sales & Marketing Group (DS&MG), Fadi works closely with the ATP team to create marketing pieces and promotional items for various campaigns.
Prior to joining DS&MG, Fadi served as Programs Director at the Foundation for Advancing Alcohol Responsibility, and as Marketing Communications Manager at the National Sleep Foundation. He holds a master’s degree in Tourism Administration and Sports Management from The George Washington University, and a bachelor’s degree in Business Administration and Marketing from the American University of Beirut.

Katie Thompson | Business Development Manager
Commute66 and Vanpool connect
As a Business Development Manager for the Commute66 and Vanpool Connect Program at Arlington Transportation Partners, Katie works with businesses and properties along the I-66 corridor to provide information and services about transportation benefits and the freedom of movement for commutes. Katie helps clients visualize and create an enjoyable commute using different modes of transit and lowering the cost for employees and employers.
Prior to joining the team, Katie worked at Zipcar as the Mid-Atlantic Regional Location Coordinator and worked on her family’s farm in rural Arkansas. She holds a master’s degree in Sustainable Urban Planning from George Washington University.
